In December 2025, GS Housing supported an emergency classroom project in Hong Kong’s Tai Po district following the Wang Fuk Court fire on November 26. The project provided two temporary activity classrooms for Tai Po Baptist Public School, with the classrooms constructed at Tai Po Government Primary School, where students were temporarily attending classes.

The project was initiated after the school’s need for additional classroom space was identified on December 1, with a target of completing the classrooms by December 15.

GS Housing supplied six standard modular units for the project. The units were processed at the factory before being transported to the site, while the on-site construction was completed within a three-day window. Combined with three days of factory processing, the core construction process took six days in total.

The classrooms were completed on the evening of December 14, one day ahead of the target.

Why Speed Was Critical

The project was driven by an immediate need to restore usable classroom space after the fire.

Once the school’s requirement was identified on December 1, the project team had roughly two weeks to coordinate the work and complete the classrooms. That schedule had to cover design coordination, factory processing, transportation and installation.

The construction site also presented practical constraints. The classrooms were being added within an existing school environment rather than on an open construction site, leaving less room for material storage, structural fabrication and extended construction activities.

A conventional site-built approach would have required much of the structural work to take place at the school. The modular approach changed that sequence.

Instead, the main building components were processed at the factory before delivery. This allowed the site team to concentrate on transportation, lifting, assembly, connections and finishing once the modules arrived.

For an emergency education project, this difference in workflow was critical.

 

The Six-Day Construction Timeline

The defining feature of the Tai Po project was the compressed construction schedule: three days of factory processing followed by three days of on-site construction.

1. Factory Processing — Days 1–3

The six modular units were processed and prepared at the factory before transportation.

Structural fabrication, internal preparation and component assembly were carried out in the factory environment, allowing the production team to work without the access and space constraints of the school site.

Factory production also allowed the project team to coordinate site preparation and logistics in parallel. While the modules were being prepared, the destination site could make the necessary arrangements for delivery and installation.

That parallel workflow is particularly useful when a project deadline is measured in days rather than months.

2. Transportation and Site Delivery — Day 4

After factory processing, the modular units were transported to the Tai Po site.

Because the main classroom structure had already been prefabricated, the project did not require the site team to build the entire building from raw materials.

The modules had to be moved through the existing school environment before reaching their installation positions, making access and handling an important part of the installation process.

This is one of the practical differences between modular construction and conventional site-built construction: the site team works with completed structural modules rather than starting the building process from individual materials.

3. Crane-Assisted Installation — Days 4–5

The modules were lifted and positioned using a crane.

The lifting operation required close coordination between transportation, crane positioning and the installation team, particularly because the project was being carried out within an existing school environment.

Once the modules were positioned, the team could move directly into assembly and connection work.

The use of factory-produced modules meant that the major structural work did not have to be repeated at the destination.

4. Final On-Site Construction — Days 5–6

The remaining site work included module connections, utility integration, finishing and final checks.

Rather than spending weeks constructing the classroom structure on site, the team focused on putting the factory-produced components together and completing the necessary installation work.

By the evening of December 14, the two temporary activity classrooms had been completed, meeting the December 15 target one day ahead of schedule.

 

Quality and Safety in a Fast-Track Project

Speed was only one part of the requirement.

For a school facility, construction quality and safety are equally important. The classrooms would be used by students and teachers, so the project could not treat rapid delivery as a substitute for proper production and installation control.

The project followed a safety-first, quality-focused approach through both factory processing and on-site installation.

Moving a significant portion of the structural work into the factory provided a more controlled production environment. It reduced the amount of weather-dependent fabrication and limited the number of basic construction activities that needed to be carried out within the school grounds.

The site team could therefore concentrate on assembly, connections, finishing and final checks rather than fabricating the entire classroom from scratch.

The completed classrooms also demonstrate that a fast-track modular classroom does not have to be treated as a basic temporary box. The finished interior was configured as a functional activity and teaching space for students.

Six modular units formed the structural basis of the two classrooms. By shifting major production work to the factory, the project team was able to keep the on-site construction period highly concentrated.

On December 16, a handover ceremony was held to mark the completion of the project. The two temporary activity classrooms were donated by SOHO HOLDINGS GROUP ZHONG SHAN COMPANY LIMITED to Tai Po Baptist Public School, with the classrooms located at Tai Po Government Primary School, where the students were temporarily attending classes.

Representatives from the schools, supporting organizations and the project team attended the ceremony.
